The following list is a current sample of client activity for HSF Consulting LLC.  Each client will attest to our combined years in the industry providing the experience and diverse background required to perform all types of work and that both individuals bring sound understanding of the public housing industry and have provided clients with valuable insights into industry best practices and recommendations for improvement.  All consulting contracts were completed on time, within the contract price requirements and completed with a high degree of professionalism.

CURRENT CLIENTS

Meriden Housing Authority, Meriden, CT
Beginning in 2010, we provided technical assistance for the Finance department for the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  Following that initial engagement, we provided an assessment of staffing capabilities and recommendations.Beginning in 2012, HSF Consulting LLC was charged with taking a leadership role in the Finance department whereby we provided a new finance policy, oversee the current staff and deliver month board financials, reporting directly to the Board of Commissioners through the Executive Director.  This leadership position of the Finance department has also expanded as the work of the MHA has expanded into areas of Asset Management training of the managers, Procurement, Development and Mixed Finance/Tax Credits.

Additionally, in concert with contractual relationship with MHA, HSF Consulting LLC is providing technical assistance to the Waterbury Housing Authority including audit assistance, creation of an authority-wide budget and executive narrative for FY 2015 and presentation to the Board of Commissioners.

Stamford Housing Authority d/b/a Charter Oak Communities, Stamford, CT
Beginning in 2008, staff of HSF Consulting LLC began providing technical assistance for the Finance Department for the fiscal year end close.  Following that initial engagement, Robert Fetrow provided an assessment of staff and provided recommendations for improvement.

Beginning in 2010, Hayley Fetrow was contracted to serve as the Controller as acted in that capacity until February 2011.  During that tenure, HSF Consulting LLC reorganized the staffing, provided new finance policy, consolidated two financial ledgers and created a new general ledger structure that included COC’s development activity as undertaken by its instrumentality Rippowam Corporation.

HSF Consulting LLC continues to provide financial consulting services by task order.  HSF Consulting also provided a new Procurement Policy in 2011 and under a separate task in April 2013, provided a review of the current procurement practices.

Housing Authority of Columbus, Georgia
Beginning in 2007, staff of HSF Consulting LLC has provided technical assistance with the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  HSF Consulting LLC has worked with management to identify areas for improvement and provided trainings to improve the Asset Management skills of all staff.

Housing Authority of City of Charleston, South Carolina
Beginning in 2007, staff of HSF Consulting LLC has provided technical assistance with the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  HSF Consulting LLC has worked with management to identify areas for improvement and provided trainings to improve the Asset Management skills of all staff.

Alexandria Redevelopment & Housing Authority, Alexandria, VA
Beginning in 2001, staff of HSF Consulting LLC completed a reconstruction of annual general ledger and has since provided consulting services specifically related to the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  In addition to that consulting task, HSF Consulting LLC also provides financial consulting for ARHA’s development activity.

Recently, HSF Consulting LLC also provided guidance to ARHA as they transitioned to new finance software and redesigned their general ledger structure.

COMPLETED CONTRACTS

Wallingford Housing Authority, Wallingford, CT
In 2013, we provided technical assistance for the Finance department in the following areas:  monthly review of activity, quarterly submission of state required financial reports, fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  In 2014, we were also asked to assist with finalizing the year-end close and submission of the FDS.Mobile Housing Board, Mobile, AL
Beginning in 2011, we provided initial review and assessment of both the Finance and Procurement staff and processes.  Following that initial engagement, we provided a report with findings and recommendations for improvement.  On that basis, HSF Consulting LLC was charged with taking leadership roles in both departments whereby those recommendations for improvement were implemented including new organization structures, policies and procedures and staffing improvements.

Following completion of that task and the transition to permanent in-house leadership of those functions, HSF Consulting LLC provided technical assistance for the Finance department for the fiscal year end close and submission of the Financial Data Schedule as well as interfacing with the auditors.  As a separate task, HSF Consulting LLC assisted the Finance department with the redesign of their general ledger structure.
